Imperial Decree #199: The Imperial Hound and her Freedoms

On this day, Losday the 5th of Vanchauslurk, it is hereby decreed:

The Imperial Hound, Tess of House Kalir, also known as Golden Damsel, will in future be kept under lock and key, especially when there are fireworks being let off outside. This will prevent the unfortunate circumstance of the Kaiser spending an hour and a half walking around in the pouring rain looking for the beast, only to return home finding her sitting outside the back door...uhhhh....portcullis.
