Imperial Decree 1077

AYREON IV by the Kharenah of Zurvan, Qaisar-e Sathratiye, who, by this Imperial Decree, gives unto his subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Charter which by his Kharenah is confirmed for Us and Our heirs forever.

IMPERIAL DECREE 1077: Imperial Household Agency

Section 1. The Agency.

1. The Imperial Household Agency shall perform the necessary and routine administrative and organizational duties for the maintenance of the Imperial Household.
2. The Kaiser shall appoint a Chamberlain of the Imperial Household to oversee all operations of the Imperial Household Agency.
3. The Kaiser shall appoint a Court Historian and Notary of Raynor's Keep to maintain archives for the Imperial Household.

Section 2. The Chamberlain.

1. The Chamberlain of the Imperial Household shall hold powers in delegation from the Kaiser to oversee all operations of the Imperail Household Agency in order to ensure that the Imperial Court and Imperial Household have the necessary facilities, resources, and security so that they may fulfil their functions.
2. The Office of the Chamberlain shall be located within Kampioen Hall, Raynor's Keep.
3. The Office of the Chamberlain shall be assisted by the following subsidiary offices:

   a. The Office of Standards and Etiquette, tasked with the regulation of protocol and with overseeing the ceremonial activities of the Imperial Household;

   b. The Office of Works, tasked with the construction and maintenance of facilities owned by the Imperial Household;

   c. Office of Grounds, tasked with landscaping and maintaining the grounds at facilities owned by the Imperial Household;

   d. Office of Cuisine, tasked with preparing meals for the Imperial Family and for banquets and ceremonies conducted by the Imperial Household;

   e. Office of Transportation, tasked with maintaining and operating various forms of transportation for the Imperial Household.

4. The Chamberlain shall appoint officers to oversee operations and all personnel at each of the following Imperial Palaces:

   a. Raynor's Keep (Inner), Shirekeep;

   b. Raynor's Keep (Outer), Shirekeep;

   c. Palace of Anandja I, Skyla Isles;

   d. Palace of Raynor XII, Skyla Isles;

   e. Montran, Monty Crisco.

Section 3. The Court Historian.

1. The Court Historian and Notary of Raynor's Keep shall be responsible for the maintenance of the Imperial Archives.
2. The Office of the Court Historian shall be located within the Tower of Bureaucratic Despair, Raynor's Keep.
3. The Office of the Court Historian shall produce a true and faithful account of the reign of each Kaiser at the ascension of the succeeding Kaiser.
4. The Office of the Court Historian shall maintain and organise all Laws, Decrees, and Treaties which are still in effect.

Section 4. Subsidiary Offices.

1. A Master of Pages shall be appointed by the Chamberlain to oversee the recruitment, organization, performance, discipline, housing, and care for the staff of the Imperial Household Agency.
2. A Master of Endowments shall be appointed by the Chamberlain to oversee the finances of the Imperial Household Agency as well as to oversee the creation and maintenance of Imperial Endowments.
3. A Dean of the Dirâsat-an-Nûr shall be appointed by the Chamberlain to oversee the operations of the Dirâsat-an-Nûr and to assign tutors for members of the Imperial Family as needed.

Section 5. Chambers.

1. The Imperial Household Agency shall have autonomous agencies, named Chambers. Chambers are governed collegiately by a board of Commissioners. The board of commissioners shall submit the names of qualified candidates to the Chamberlain to appoint to vacancies on the board.
2. The Chamber of Petitions and Pleas shall be responsible for receiving and organising petitions that have been communicated from the Lieutenants for the Golden Mango Throne.
3. The Chamber of the Crypteia shall be responsible for investigating and combatting disloyalty to the Imperial Family and the Imperial Government as well as political corruption.

Section 6. Dirâsat-an-Nûr.

1. The Dirâsat-an-Nûr shall be a permanent institution for the training and education of pages for the Imperial Household Agency.
2. Students shall receive an education in court etiquette, obedience, discipline, and the languages of the realm, as well as in sciences, domestic skills, arts, and combat in accordance with their aptitude.
3. The Dirâsat-an-Nûr shall design and implement individualized education programs for each member of the Imperial Family below the age of majority. Beyond the standard subjects, members of the Imperial Family shall receive an education in statecraft, military logistics and strategy, and diplomacy.
4. The Dirâsat-an-Nûr shall design and implement individualized education programs for any member of the Imperial Family above the age of majority who requests supplemental knowledge and skills.
5. The Dirâsat-an-Nûr shall keep on retainer scientists, artists, engineers, etc. as necessary to fulfill its educational purpose.

Section 7. Personal Staff.

Each member of the Imperial Family shall be provided with a personal attendant and additional staff of appropriate training as necessary upon reaching majority.
