Commoners

A commoner is a person who is not a noble.

Because the definition of noble is complex, the definition of commoner is equally complex. From about 2002-2006, Dukes, Barons, and the Kaiser were permitted a say in the Landsraad, and were officially nobles. "Count", despite being a noble title, did not make its holder a noble, as ze had no position in the Landsraad.

Currently, Barons are forbidden to speak or vote in the Landsraad, and therefore it is questionable whether they are officially nobility or not. Therefore, under a wider interpretation, Barons, Counts, and people without noble titles might be considered commoners.

Under a narrower interpretation, only those without a Ducal, Baronial, or County title are commoners.
