Regarding Mirioth, Amity and So-Sara
The Landsraad decides that MIRIOTH, AMITY and SO-SARA shall form one duchy under Greg Russel as duke and gôbrnrmaj. The borders of the Duchy of Mirioth, Amity and So-Sara shall be the same as the County containing the same isles.

I don't know what implied repeal has to do with this. The measure has failed anyway since there is not full consensus.

Imagine the law (which was originally put in place by the Landsraad) said that the Landsraad can't create new duchies at all. In that case implied repeal would mean that "yeah, we said that, but we could have just put in an explicit exception here so it didn't really matter".
You could argue that it's different when the Landsraad limits itself by requiring greater support for a bill than a majority. but unless someone else makes an issue out of it, you won't need to

). Yardistan is having enough citizenship problems, another Duchy need not be formed. People can try to convince me otherwise via pm if they want, I haven't read any posts in Yardistan since I got back so may have missed a lot ...

Yardistan doesn't have citizenship problems. There are plenty of them there, just no motivation.
