Until the settlement of the situation outlined in Decree 282, the emergency chain of command is to be as follows:
the Steward (acting in place of the Kaiser)
the Preator
the Arbiter
the Duke of Straylight.

Probably.

If there is no Kaiser, (as there may not have been) emergency measures need(ed) to be taken.
