Treaty with Lemuria

Lemuria has asked for a treaty. Can someone with Landsraad access propose this?

WHEREAS the two countries of the IMPERIAL REPUBLIC OF SHIREROTH and the CONFEDERATE RIANATES OF LEMURIA, having come into contact with one another and and finding their interests to be coincident, do desire to formalize and secure their cordial feelings, they do agree:

FIRST, that each recognize the other as a sovereign and independent country, possessed of all the rights entailed thereby

SECOND, that both countries commit to resolve all mutual disputes peacefully, using a neutral third party agreed to by both should this prove impossible by normal channels

THIRD, that both countries shall remain open and accessible to tourists and other visitors from one aer, barring national emergencies or other such security issues

FOURTH, that both recognize one another as the rightful owner of all territory, real and imaginary, that they claim.

FIFTH, that proper channels of communication shall be opened between them, so as to facilitate dialogue and future cooperation

There seems to be some furor over the treaty. Therefore, and I am not sure if I have the right to do this, I would like to request the treaty a sit stands be amended to the following:

SIXTH, Lemuria shall never participate in an attack upon the holdings of Shireroth.

Also, I have briefly sketched to Bill why I don't think this treaty would conflict with the treaty between the Republic of Antica and Lemuria; if you would like, I would be more than happy to elaborate and expand upon my reasons here.

As an additional show of good faith, if this treaty is passed I will change my account's signature and location to something less antagonistic. Could you mention that as well? I want the Landsraad to debate to show that I am serious about this treaty.

Kuralyov and I have talked, and the treaty with Antica has been amended a bit to specify that the Lemurians are completely against military action against us and that their potential conflict is more with an independent Dinarchy of Antica than with Shireroth. I no longer have any objection to the Landsraad approving this treaty.

As a result of a recent act of aggression committed against Lemuria by an official of the Shirerithian government, I regret to inform you that, until this matter is cleared up, we will neither seek a treaty with, nor recognize, Shireroth.

Given the recent actions taken against Delphi the Lemurian government would like to request that this treaty be re-submitted.

However, I feel I should add that we won't consider the treaty to go into effect until Delphi has actually been removed from said posts, which has not yet happened.
