Actually, if the government wanted to, Lac Glacei could obtain a lease over Cognito for X years/months/whatever. Thus bringing it back into the fold of Lac Glaceian dominion. More or less where it belongs anyways....
Basically, Lac Glacei would obtain a feudal contract over Cognito for a certain duration and be obliged to develop and bolster the infrastructure of the region. Insert other default crap and woolah, Cognito has a purpose in life. On the map I could mark it as a shared territory (or something like that).
I was discussing a similar deal over Lontinien with Hurmu until Ric disappeared.
As for Lothlaria, why not use the land that used to be known as Greater Automatica? It's currently not serving any purpose as well, is smaller, and also connected to the rest of Shireroth via Elwynn. Thus you retain the nameplace on the map, reduce it in size, and free up the land in the east.

Why? Continuing east off the edge map to where GA used to be really isn't that far from its present location. The only other possible reason being that it has been there, quite literally, forever.
