"Fifty percent of the votes cast must be in the affirmative"
What about abstentions? Didn't we have this problem with a similar law back in the time of Kaiser Raynor XI? If 40% of votes are yes, 20% are no, and 50% are abstain, the bill should still pass. This way effectively turns an abstain into a "nay" vote.
I suggest rephrasing it to "if there are a greater number of affirmative than negative votes" (or, if you want to retain the original sorta weird exactly-half language, "an equal or greater number of affirmative than negative votes")
Also, may I suggest to the Praetor (or if the Praetor's off doing her own thing, I'll do it myself if the Kaiser gives me permission) that the various bills before the Landsraad now be given clear titles? It's REALLY hard for me to keep up with "Restructuring the Landsraad MMDCCXVI" or "New Feudalism IV", and that's even WITH a knowledge of Latin numerals. What about something like "Restructuring the Landsraad XXIII: Tie-Breaking Procedure" or some kinda subtitle like that?
