SHINE reorg request

[Scott of Hyperborea]

SHINE humbly requests that the Kaiser allow the following:That SHINE is detached from the Ministry of the Exterior and becomes an autonomous organization reporting to and taking orders from the Kaiser directly. That SHINE determines who has access to the SEP forum, just because someone's got to do it and apparently nobody else wants to. Then I can finally let Greg in.That SHINE has permission to give an award, the Black Sword, which is similar in intent to the Silver Sword and that sort of thing, but for work in intelligence operations. Also, as part of Operation Granite Oyster, we will probably end up having to do a weaponry deal with Foghorn, for which we will need money. Chances are the Anticans can pay us back whatever we spend after they nab him, so it'll be a good investment, but we'll need the seed capital. I can pay out of my account, but I'd rather use the government account, which belongs to the Kaiser. I happen to have the password for it, unless it's been changed, so all I'll need is his permission.
