I object to this policy.The problem, as I said over and over again and which no one listened to, is that we don't have any method of integrating new citizens. No one liked baronets, which was fine, but we didn't have anything with which to replace it. I asked you three times to get an email thing up, and you said you'd do it each time, and it's still not there.Freezing immigration does nothing. It doesn't mean that the people who are already here are more likely to stay. It just means we're not getting any new citizens. I can see why you might want to do this in that if we did get new people, we mightn't be able to keep them right now, but I say even a 10% chance of keeping someone is better than the 0% chance we get if they're not even let in.So instead of freezing people out, I would suggest you just work as hard as possible in devising a system, hopefully with the help of others, and getting it up as quickly as possible so not so many people fall through the cracks.I also don't know that this is within the scope of normal Kaiserial procedure, even if you were Kaiser rather than Steward. Traditionally you discuss drastic steps like this first. Although to be honest I have no idea if you did because I'm neglecting my duties as an Advisor terribly.

The reason people don't stay in Shireroth is probably because there isn't much for anyone to DO unless they really care about the nation and want to help it in their own little way. Newbies don't have that sense of loyalty yet.Instead of freezing immigration and setting up programs for newbies, why don't you focus on creating a huge number jobs to present to them?
