Putting this here while I'm thinking about the issue, and while I've gotten it all written down. It'll give it a chance for some commentary, anyway.RESOLVED that Chapter V (Ministries), Article E (Minister of Immigration and Naturalization), Section 1 be edited from:Quote:1. If a new citizen applies, and leaves their preferred Subdivision choice as "Undecided" or empty, or does not otherwise specify a home territory, the Minister of Immigration has a duty to allocate the new citizen a place in an underpopulated Duchy or Barony. However, this in no way enables the Minister of Immigration force immigrants to join Duchies or Baronies against their will, nor shall they be forced to leave any Duchy or Barony.To the following:Quote:1. However, this in no way enables the Minister of Immigration to force immigrants to accept a particular County against their will, nor shall they be forced to leave said County.I should have considered this before. The Ministry of the Interior has enough stuff to deal with; if county allocation does end up going to a Ministry, it ought to be the one that takes care of most everything else relating to newcomers, right? And since under the new feudalism MINT doesn't send people to Duchies or Baronies anymore, this would be a good replacement duty.
