Unfortunitly, I cannot bend the Tri-Cit law. Even I am bound by it. Perhaps though a solution can be found. Honorary Cit IS allowed under Tri-Cit.. perhaps take honorary cit there.. or in another nation and full cit there... Precident tells us we allow at least 1 honorary cit on top of 3 cits...
