Imperial Decree #60: Landsraad efficiency act (revoked)

Post by Kaiseress Aure I »

Seeing that in its current state the Landsraad cannot properly fulfill its institutional duties, I request that the following rules are applied to the way the Landsraad runs in order to improve its functionality.1) Voting/debate procedures for any bill, act, measure, dictate, statement or order will last 4 days maximum.2) For any bill, act, measure, dictate, statement or order to pass, at least 60% (i.e. 6/10) or more nobles will have to take part in the voting procedures. If this amount of participation in the voting procedures is not achieved by the end of the 4 days, the bill, act, measure, dictate, statement or order in question will be considered null/void.3) Any noble that would have missed 4 or some voting procedures will be considered inactive and will be suspended from their nobility position. That is my will,And my will is Law. Suspension of nobilty...so logically...could we say that if the kaiser sits and does nothing, they should also be suspended? Gryphon Avocatio Shirerothian Elder SAVE THE ELF! Save the Kiwi! Well, the Kasier is not subject to line three, as the Kaiser cannot vote and thus has no real part in voting proceedures. This decree stands, at least for the moment. I want to see if these new proceedures work.

Hmm... that statement about 6/10 of the noblies needing to vote within 4 days or the act dies is disturbing. This act is revoked, and any measures that may have been passed by it are retroactively to ignore it.

4 days?!?!You guys expect me to work with that?? I hope not!The period of voting and debating combined should be a week. IF by the end of that week a conclusion hasn't been reached then a noble or the Kaiser(ess) can request an extension...however the extension will only be offered once and the extension will only be 3 days. That's it...if there is no conclusion by the end of the week and the extension then the law fails. period..end of story. That is what I think.....

If we wish to talk of traditions.... How bout I mention the old Landsraad setup. Basicly... A Bill was put forth and passed when a majority was reached, or all nobles had votes... this was ussually only allowed to go on for about a week. Though if something was a hot topic... it was allowed to go on till it resolved in someway.. or a majority was reached in either dirrection... a bill would also fail if a majority was reached saying Nay... so.. that was the old system.Basicly... vote till a majority is reached either way... If it was a tie...well.. wait till everyone had accually voted, by than proly someone will have changed votes.. or the Kaiser would step in.Now.. I shall post my objection to this Decree. (I was thinking about it as I drove home tonight)... I don't really object on the grounds of what the decree said.. but more on what it symbolized. It basicly indirectly stripped the Landsraad of it's power. It said.... you HAVE to do this.. and work like this.. (which kinda violates the constitution.......though it is debateable).. It sets a bad precedent. The landsraad has always, more or less, been able to control itself completely. Now, I'm big on maintaining the full force of the Kaiser's power, but I'm also big on maintaining the Landsraad self-control...And.. I do object to some of the stuff in the decree.. the Qorum and the time limit... I feel this should be handed back to the Landsraad, and should not be dealt with by the Kaiser. If something needs to be passed, He/She can pass it.. As always, but I feel the Landsraad should control itself. E.
