Imperial Decree #402: Concerning the Stewardship

Ardashir Piroz Aurangzeb al-Osmani-Steffki, by the Kharenah of Zurvan, Kaiser, Khan of Vijayanagara, Earl of Alalehzamin, to his subjects and retainers, greetings, and unto the gods of Shireroth undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place granted to Zurvan this Ordinance which by his Kharenah is confirmed for us and our heirs forever.


Whereas His Grace the Duke of Brookshire, Malliki Tosha, has resigned the Stewardship we do decree the following:

1. Know that, whilst affirming his prior designation as our heir, it shall please us on this day to appoint His Grace the Duke of Elwynn, Leo Dine, to the Stewardship of the Imperial Republic of Shireroth, to serve in that role until such time as we do give public notice to the contrary;
2. That being so it doeth also please us to appoint Jacobus Loki as Vice-Steward of the Imperial Republic of Shireroth, to serve in that role until such time as we do give public notice to the contrary, because one can never be too careful;
3. Any further issues arising from this shall be clarified by Imperial Rescript, deriving authority from this decree.

Lord Leo, I present you with the long-lost Shield of the Steward with which you may guard our most Mangorific Kaiser from all harm.
For centuries the Stewards of Shireroth have been ever vigilant in times of need, ready to take their humble place as leaders when and if the time for them should ever arise. Today, you once again take your place among those honored men and women of lore.
There is no symbol, no sign or effigy for the throne of the Steward, no crown to be warn by the Imperial Steward.
However this day, I present to the Stewards of Shireroth this gift. This Shield of the Steward. While the Kaiser is the undisputed head of the nation, wielding the Sword of Vengeance upon all those that may dare threaten the nation, it is the province of the Steward to bare the Shield of Honor. It is the province of the Steward to stands guard over the nation, and before the Kaiser, prepared to defend both from all threats. Like the squire on the field of battle, it is the place of the Steward to defend his master, and if he should fall, to take up his sword and fight with honor and glory.

Yar. Well, yar for now, but a clarification on the exact meaning of the decree would be appreciated. I interpreted it in the way that seemed to make the most sense, that is, I removed Leo Dine from the Imperial Judex. Quoth The Imperial Charter III.A:
b. The Arbiter is appointed by the Kaiser. The Arbiter may not be an officer of the Landsraad, the Kaiser, or the Steward.
No-one should be without a parasol, Sirocco.
