Your SCIRA orbat is your starting Static army (the static is the one that builds up over time).
Your dynamic army, based on your land, you can choose to deploy at the same time if you want. Or not. You can redeploy them every 24 hours, so its up to you what you do with them.

OK, let me see if I understand this extremely confusing system.
I have a static army: which starts at 0, and goes up by 1000/day. Using those points I can buy stuff for my static army?
I don't have a dynamic army because I'm not a baron?
So SCIRA goes where?

SCIRA goes into your Static Army.
Negotiate with your Baron as to how much of his dynamic army you share. You should get something, but I couldn't remember which people were counts and which barons, so I left it to the Barons to allocate land to counts.
