* checks LawBook and Landsraad procedures *
Funny thing, apparently the word "Steward" is only mentioned in the LawBook thrice. Twice in the forum law that declares zir global moderator, and once to give zir access to the crown account. It's a bit moot anyways since 1. one should expect a user to be allowed to post wherever zir is a moderator and 2. in the Landsraad procedures where the Kaiser is given permission to speak in the Landsraad, I would expect it to imply "the office of the Kaiser" which includes the Steward. Posting privileges have been given.
If I have argued against the Steward's ability to post in the Landsraad before, well, hey, I hold a lot of opinions, I can't remember all of them all the time

I agree with Ari. At the minimum, the Steward should be allowed to speak in the Landsraad when acting as Kaiser.
