My Lord Kaiser,

Having brought up the measure in the Landsraad regarding possible Shirerithian claims to the whole Elwynn river, for which I apologize, I feel it is somewhat my responsibility to do my best to rectify the situation with the worsened relations with Amokolia and the Republic of Ashkenatza.

I recognize, and I am sure you do too, sir, that the Western Elwynn River ("WER"), starting in the north in Petersburg (Amokolia), to City Mishalan, Araxion, Alalezamin and the Trans-Elwynnese Autonomous Region (TEAR) of the Republic of Ashkenatza, is an important source of freshwater for agriculture, drinking and sanitation of the three countries sharing the WER. It would be unfair for us to deny Amokolia and Ashkenatza rights to the WER.

There is also the question of minority ethnic-cultural groups in the three countries, for our sake especially, the Elw of eastern Amokolia and TEAR, together with the Automaticans of northern Amokolia and Lesser Automatica. For Ashkenatza, the question circles around the Jewish populations of Shireroth, Amokolia and Batavia.

I would like to propose that we initiate a conference to discuss those questions, as well as the following, for the countries of the WER and Batavia, so that a positive outcome may be achieved:

Delimitation of thver
Navigational rights in the River
Ownership and responsibilities of the western Elwynnese dams and their sluices
Bridges
Environmental rules
Border controls
Elw-Automaticans in Amokolia and Ashkenatza, and their rights
Jews in Amokolia, Batavia and Shireroth, and their rights

We are reliably informed that the Nohsi of Ashkenatza is interested to ascertain what the official Shirerithian stance on this quite reasonable suggestion regarding more structured talks between the Benacian Powers mired in this dispute might be.

Ah, right. Sorry for the delay, I was uhhh.... meditating on the issue.

As far as the conference goes, I think it's imperative that we get that started. As such I'll have a temporary subforum created immediately in which to hold said conference. My own stance on the issue is that if Ashkenatza feels pressured by the Small Commonwealth, then that seems like something that should be worked out by those two entities and isn't something we should get involved in. Also, it's my understanding that the citizens of Shireroth expressly have no rights per se, so if the Ashkenatzans are concerned with the treatment of minorities within these borders, they should take it up with the dukes of Elwynn and Brookshire.

The issue of the water and the navigation rights thereof, I'm going to leave to the Landsraad. Hopefully once this conference gets started, a smooth decision can be reached by all involved.

I started an election for MiniEx in the Landsraad so we'll have someone to take care of actually running the conference.
