Or why not have non-immigrated citizens' (diplomats excluded) posts go into a moderation queue wherever they post?

Somebody would have to moderate. There will be times when no one is available to do so for days/hours.

The chilling effect may be worse than the 'bots.

Though installing it seems to have messed up the visual registration thing (and I can't get it back and so had to turn it off), the anti-bot question on Novatainia seems to have stopped 100% of spam.
