Sub-governmental systems?

Since nobody has really been able to see my most recent post in K'Tzuni because of the ever-popular threads in Ynnraile which keep obscuring it (no offence meant but 'tis true)- I was wondering whether I am in my rights to employ a political system within my Barony as long as it does not contravene any Shirereithan laws.
I assume that rules for Barons are basically- be good, play nicely, and pay up to the Kaiser. Can I do that and also run my lands under a Laschist regional goverment?
