I've decided the role of the MoMA is to try and help.. alleviate... problems with internal recwars..

And make some guidlines.. such as acceptable tech level.. the role of magic... man power limits.. etc... And to help organize the leaders of the major parties to detirmine, quietly, the outcome of the battle. And to detirmine who the major players are.

I'll take oppinion and say more when I'm sober.

Well, if you want to fight internal wars properly you'd start by having orbats ...
