Umm... WE really should not prohibit subdivisions from having a government form of their choice. While I am fully against Democracy on the Imperial level... it should be a viable option in duchies and baronies...

I don't they we can... It's to broad. cause it would also dissolve the Landsraad which is a form of Democracy. And thus it will also violate the Charter.

Wait... it would mostly violate the Charter.. one could interpret it as the Landsraad disolving itself in the sense that it is ending it's session, which it is allowed to do.. it just can't abolish itself all together..

The Landsraad is not a form of democracy - it's aristocracy. Democracy doesn't mean that we ban voting, just the process of voting that involves the population.

Lets make a clause in there that

1. exempts the Landsraad from this act, as it *is* an aristocracy and not a democracy

and two

2. That duchies are allowed to form any government as they please, so long as they submit to Imperial rule.

1. General provisions

a) Democracy and all its incarnations are forever banned from the Imperial Governing of Shireroth.

b) Nothing in paragraph A shall be construed to affect the aristocratic system of the Landsraad.

c) Notwithstanding any part of this section, each duchy shall be free to establish its own system of government.

dThe Kaiseress shall have the power to determine what is democracy and what is not.

This bill is pretty worthless.

We already have a system that isn't democratic. All this does is prevent someone from implementing a democratic system in the future.

But if the Landsraad did implement a democratic system in the future, it would override this bill anyway, being later legislation. And if the Kaiser implemented it, it would override this bill by decree.
