Treaty of Alcyon (Ratification) Act

The Nobles of Shireroth in Landsraad assembled ratify the following Treaty with the Republic of Antica:


The Treaty of Alcyon

Preamble

THE IMPERIAL REPUBLIC OF SHIREROTH and THE REPUBLIC OF ANTICA, having found their interests to be congruent, and desirous of peace and prosperity for and between both nations, hereby agree to form a treaty of friendship and support, the Treaty of Alcyon, in order to guide the reestablishment of positive relations between the two nations.

ARTICLE 1: Land

Section A. The Imperial Republic of Shireroth cedes the counties of Skiron, Mesoun, Platea, and Jaris (except for the island and city of Melangia) to the Republic of Antica.

Section B. The County of Kaikias is to be according to the diagram below.

All things southwest of the border, including Neronea, are Antican. The capital of Shirithian Kaikias is to be moved to a new city within Shirithian Kaikias, whose location and name are to be decided by the Count of Kaikias outside the scope of this Treaty.

ARTICLE 2: Reconciliation

Section A. A Board of Grievances shall be formed to handle specific disputes between Shireroth and Antica.
...(1) The Board of Grievances shall have six members, three representatives from the Imperial Republic of Shireroth and three representatives from the Republic of Antica.
...(2) The methods by which representatives are appointed shall be determined by each country separately.
...(3) The Board of Grievances shall handle disputes between Antica and Shireroth in the event that they cannot be handled by normal means. Disputes shall be considered on a case by case basis until a solution can be found.

Section B. The Imperial Republic of Shireroth pledges to work towards establishing trade with the Republic of Antica in the event that an economy is formed within Shireroth.

Section C. Both nations pledge to encourage dual citizenship with each other in order to promote peace and cooperation between the two.

ARTICLE 3: Everything Else

Section A. THE IMPERIAL REPUBLIC OF SHIREROTH and THE REPUBLIC OF ANTICA recognize the sovereignty and territory of each other, and pledge not to attack each other in an unscheduled or malicious manner.

Section B. THE IMPERIAL REPUBLIC OF SHIREROTH and THE REPUBLIC OF ANTICA agree to delegate all disputes to the Board of Grievances.

Section C. THE IMPERIAL REPUBLIC OF SHIREROTH agress to allow the unrestricted movement of personnel and goods by THE REPUBLIC OF ANTICA through the territory of Kaikias under Shirerithian control. Antica agrees to the same in Antican controlled Kaikias for Shirerithian personnel and goods.

Section D. As a measure of goodwill, THE IMPERIAL REPUBLIC OF SHIREROTH and THE REPUBLIC OF ANTICA both agree to allow either nation to rescind this treaty by whatever means standard in either micronation.

It would appear that the overwhelming opinion of Shireroth is to ratify this treaty, but I personally feel it is a bit too much of concessions to the Antican republic.

Firstly, the Republic was originally only the island of Nafticon, then later they acquired all that land to the south of the former Dinarchy.

Repeatedly, Shireroth has been trying to form good relations with the Republic, but largely that has been ignored in the Republic.

I can agree to a cession of lands to the Republic when it comes to former Dinarchic territories, but Jaris is Shirerithian and has been for as long as I can remember.

Bearing the above in mind, I would vote NAY against this treaty, but on the other hand it feels as this treaty has been negotiated in good faith between the Republic and Shireroth and that to an extent the government of Shireroth agrees to endorse this treaty.

Therefore Hyperborea and Elwynn will abstain.

It would appear that the Anticans are having second thoughts about the treaty. They want to reconvene the conference and renegotiate parts of the treaty.

Therefore I ask that the Praetor put this bill on hold until a final draft of the treaty can be put before this assembly.
