I've ignored Baldwin's break-away for far too long. It clearly violates the Treaty of Aquilaria (which I need to find a copy of), but Delphi hasn't said crap about it, or even protested. Actually, Baldwin is the only dinarchal Antican still around. MeanBean... Delphi... that other guy... all gone. If this is the case, we need to call into question whether the treaty is still valid. Comments?

I've researched this before, and these are my results. It's from a PM of Baldwin asking about this very issue.
It depends on two things - the charter of the Duchy, as well as the Treaty of Aquilaria. Checking the Treaty of Aquilaria:
SUB-ARTICLE A: If the counties of Antica at some future point decide they do not wish to be associated with one another, and wish to remain part of Shireroth, they have the right to form other feudal alliances with native Shirerithian counties in accordance with normal Shirerithian feudal law. This does not remove their status as Antican counties for the purposes of Article Five.

For reference, Article five is about the secession of Antica from Shireroth, which, while not appliable to this matter, I will post here for reference:

ARTICLE FIVE: If at any point in the future, any Antican wishes to become independent from Shireroth, a referendum will be held. If a simple majority of Anticans vote in favor of independence, then Shireroth will relinquish control of the territory gained by this treaty.

So it is okay according to the Treaty of Aquilaria. Now your charter.
7. Aside from exceptions rising from sections 2 and 6 of this contract, said contract may only be amended by unanimous vote of the Chamber of Counts of The Duchy of Antica.

Section two has this explicitly:
2c. Any portion of section 2 of this contract may be amended at any time by the Duke.

Section two is about what counties the Duchy consists of as well as its baronies. So according to this, you need Delphi to amend the contract. The Chamber of Counts only has power over laws pertaining to the Duchy of Antica, not the contract - amending the contract requires an unanimous vote of the Chamber of Counts.

So, unfortuanatly, no, unless you can get Delphi to remove Kaikas from the charter, or amend te charter unanimously through the Chamber of Counts.
It's not against the Treaty, but it is against Antica's charter. However, since the rest of the Duchy is inactive, I suggest that you allow it.

At this point, I have no objection to Antica ceasing to exist. Lay the line of the Dinarchy to rest, as the last Dinarch prepares to lay his own legacy to rest.

A day for joy, but also a day of solemnity. Regardless of what has passed between, let all here assembled know that something immense has indeed happened; the last shades of the Dinarchy of Antica have passed away into the Naphthaline stream, and a nation has gone. It is the duty of the historian to remember what other people have let be forgot; in the spirit of that noble breed let all of us proceed.

Yes, even I admit Delphi was a necessary part of Antican culture. But it's best that he go away now.

Honourable Kaiser, I don't believe it's pettiness at all, I think it's more a reflection of our hatred toward someone who destroyed what we love for his own personal enjoyment and to halt our success in the face of his own failure.

Delphi was a huge part of the Dinarchial culture, there is no denying that, and a lot of what he did was good during the early times. Indeed, just like those taking part in totalitarian regimes where the leader was previously friendly and trusted, we gradually began to see that Antica was the equivalent of President Hussein's Iraq and Honecker-era East Germany, launching hack attacks across the board, and with much of the activity of Antica being devoted to internal surveillance and external infiltration.

I'm not really sure if Deng Xiaoping's description of Mao Zedong ("two thirds good, one third bad") really applies to Delphi, because we knew him in two radically different ways. It's probably more apt for a split-personality model across our historical dealings with Delphi.

One Delphi we knew was an able leader who was able to show compassion, a little irritating sometimes (who isn't), but nevertheless a man with a vision and with real skills in leadership.

The other, what he became before Antica collapsed, was an excruciatingly conservative man, terrified of change in a nation that was rapidly democratising and becoming less homogenous, with no external enemies to unify against following his ad hoc personal diplomacy, and someone who was extremely hostile to his citizens, who he perceived to be his 'subjects', something that convinced him that we were 'traitors', a strange attempt at making 90% of Antica's population into a Other to be scapegoated for his own failures.

A comparison of the Dinarchy and Shireroth's intelligence services is apt here as a microcosm for the surreal dictatorship that Antica was. SHINE never was anywhere near as paranoid as AMI, that's for sure, as I never remember seeing people post lists of IPs in SHINE nor use SHINE to co-ordinate against democratic challenges to the existing regime. Once I realised that I was part of an apparatus of totalitarianism in the Dinarchy, I realised how ridiculous it was for Delphi to think that he had some Divine Right to rule over the rest of his in what he thought was his own virtual kingdom. He seems to be unrepentant, which shows strength of belief, but I never am going to respect what his beliefs became, that's for sure.

As insincere as you might think it, Delphi, I have a certain regret to see you leave. It is the passing of an epoch in history. I do not think you are angry or bitter, but merely resigned. After all, you're leaving--what do you care? Goodbye, and God speed, my friend--may your good deeds be remembered and may your sins rest with you.

Now, in address to you all: this may well be the last time I use the pronoun "you" in reference to Delphi. As little a things as that is, I think it has meaning to it; a poigniant, though seemingly small, occurence, like the shattering of a Fabergé egg three-thousand miles across the sea. Well, Delphi, I can't say it won't make my life much, much easier not to have you around, but I agree with Baldwin. They were good times, way back when, and I'll miss you. Maybe some day after all the enmities die down we'll see you again.
