Steward Citizenship Restriction Act of ASC 2385

A bill to modify the Lawbook of the Imperial Republic of Shireroth.


Change Chatpter VII, Section C, Clause 2 from the following:
2. Dual Citizenship shall be restricted as follows:

a. A citizen who is not a Minister or Noble may have only as many dual citizenships as are allowed by the Shirerothian policies of immigration.
b. A citizen who is in the nobility or a minister, may have a maximum of one citizenship outside of Shireroth.
c. The Kaiser of Shireroth, as is per tradition and written in the Imperial Charter, will freely relinquish all other micronational citizenships upon zir ascension to the throne.

To:

d. The Kaiser of Shireroth, as is per tradition and written in the Imperial Charter, will freely relinquish all other micronational citizenships upon zir ascension to the throne.
Explanation: As the result incident has shown, it's probably not the best thing in the world for the Steward of Shireroth to be a dual citizen, expecially considering the fact that zer position is meant to be an acting Kaiser in times of emergancy! This amendment to the Lawbook will prevent such a possibility.

Is this in the power of the Landsraad? I believe the Decreebook speaks on this matter. and if the Steward is acting Kaiser, that means as with the Kaiser, is above the Landsraad.

In this particular case, Erik is probably right... although maybe it would be a good idea to enact something like this through a decree? *Looks to Erik*

When there is no Kaiser upon the throne the Steward may hold no citizenship outside of Shireroth.
But the Charter doesn't explicitly say that this extends to periods when there is a Kaiser who is merely on LOA.

At any rate, we should probably get to voting... so if my Duke permits,
