The Emissary Renovation Act of ASC 2369

Post by Bill3000 »

A bill to modify the Procedures of the Landsraad.

1) Change Section E from:
Clause 1.

At any time, a voting noble may declare a leave of absence, which shall be valid for no less than four (4) days. The noble may specify how long his leave of absence shall last beyond this. The noble may also choose a citizen of his fiefdom to serve as emissary.

Clause 2.

If a noble on leave of absence has not declared an emissary, his votes are not considered in the total number of votes, nor is he considered eligible to vote. Any votes he may cast during leave of absence shall be negated.

Clause 3.

If a noble has declared an emissary prior to or concurrent with going on leave of absence, his votes are still considered in the total number of votes, and his emissary is considered eligible to vote. The noble's votes are reallocated to his emissary, who shall be granted admission to the Landsraad, for the period of the leave of absence. An emissary cannot alter the vote distribution between a Duke and zir Barons, unless explicitly allowed by the absent noble and the Feudal Contract of the subdivision in question.

Clause 2.

If a noble on leave of absence has not declared an emissary, zir votes are not considered in the total number of votes, nor is ze considered eligible to vote. Any votes ze may cast during leave of absence shall be negated.

Clause 3.

If a noble has declared an emissary prior to or concurrent with going on leave of absence, zir votes are still considered in the total number of votes, and zir emissary is considered eligible to vote.

2) Add the following Clause to Section E:
Clause 4.

A noble may also declare an emissary for his fiefdom when ze is not on a leave of absence. The noble's votes are reallocated to his emissary, who shall be granted admission to the Landsraad. A noble who does this relinquishes zir rights to participate in the Landsraad until ze decides to no longer have an emissary. An emissary is only granted representative rights to the Landsraad, and not rulership over the fiefdom ze is representing, unless explicitly allowed by the noble and the Feudal Contract of the subdivision in question.
3) Change the following clause in Section B from:
Clause 5.
A Duke may change the votes they provide their subdivisions at any time unless those votes are protected by a Feudal Contract. However, if a Baron has already cast votes for an active bill, those votes remain unchanged. In effect, the Baron maintains their votes for that bill only until the bill is resolved. This clause does not apply to Emergency Bills.
To:
Clause 5.
A Duke may change the votes they provide their subdivisions or zer emissary at any time unless those votes are protected by a Feudal Contract. However, if a Baron or emissary has already cast votes for an active bill, those votes remain unchanged. In effect, the Baron/Emissary maintains their votes for that bill only until the bill is resolved. This clause does not apply to Emergency Bills.
Explanation: The first part is easy to explain; simply changing the format from a male perspective to the neutral personal perspective that we created. The second part is the main part of this bill. This will allow to have a slightly different type of emissary - an emissary for nobles that do not want to participate in the Landsraad. (I'm looking at you, Ardashir. :fish) This will allow a noble to have the option of forsaking his participating in the Landsraad to allow another citizen of his fiefdom to be representative in the Landsraad. When this happens, it would be roughly like splitting the executive and legislative parts of a noble - perfect for those duchies that do not have baronies, or baronies with a couple of citizens. Finally, the last part is to extend the restriction on vote shuffling to emissaries.

Good stuff. I think this is a necessary improvement of flexibility to our feudal system.

What happens in the middle of a vote if the emmiary goes one way and the nobleman doesn't?

Too bad. The noble gave their right to vote to their emissary.

Eh, I'm not sure... If a noble is around and decides he wants his votes, and it's "legal" to do so, then he can take them. As this stands, that's what a noble can do.

I think if a noble gives his votes to an emissary for the duration of his absence, for all intents and purposes, that noble has voted....

should the noble return EARLY from his leave because his emissary has acted improperly in his stead, the noble should be allowed to revoke the emissaries votes

IF IT IS DONE BEFORE THE POLLS ARE CLOSED

that way we dont have to deal with revoked votes and rework passed bills.

if the topic is truly fantastic then there must be someone in power to bring it back up again or something, but in short...

if you give em up you give em up till your back. for better or worse.

Well, while it does not apply to emissaries, there is this in the Procedures of the Landsraad that apply to a Duke and Baron, in Section B:
So there is precedent. Thanks for reminding me - I'll include an edit for emissaries in this bill as well. If this is the case for Barons, I don't see why this should be any different for a representative for a fiefdom. The vote shuffling would obviously happen for similar reasoning in both cases, after all.

I agree with Hatter (not even trying to reproduce that leet...) - the flexibility is important, though I can't see anyone availing of it.

Cromsfist votes Aye (7).
I dislike arguments: they are always vulgar, and often convincing.
