Add the following section to Chapter IV. The Kaiser:
Explanation: We have this tradition, but indeed do many things do come to pass: (:D) The abdicating Kaiser does not grant the title to himself - instead, the people of the nation choose the title. However, we have no procedure for this, so I created this bill.C. Granting Titles to Passing Kaisers
1. The Landsraad shall have the ability to grant a title to a Kaiser that has abdicated. There is no time limit as to how long it has been since the Kaiser had abdicated the throne to grant a title, but it is encouraged to do so right after the Kaiser's abdication.
2. The title granting shall follow standard Landsraad procedure, with the following exceptions.
a. During the debate period, a title must be nominated and seconded to qualify for candidacy.
b. During the voting period, instead of confirming one title, the nobles shall vote for one of the titles that is a qualified candidate.
c. Each noble shall recieve one vote for the title granting procedure, rather than their normal vote distribution.
3. More than one abdicated Kaiser's title may be granted in the same bill.
