*A tall dark figure passes through the throneroom, as all wait with anticipation and possibly dread; for this is the new Kaiser. As he approaches the throne he turns round, surveys the crowd gathered before him in his court and sits upon the throne.*

Greetings all. I am Kaiser Letifer H'Graa II, of the Line of Grifos, from the Isle of Yardistan.
*looks at individuals in the crowd*
Some of you worry about my reign as Kaiser, some of you downright fear it. I assure you, you have nothing to fear from me. Unless you want something to fear from me.
I come to the throne bearing no ill-will towards any citizen or denizen of Shireroth, and have no plans against any. But if you decide to make an enemy of yourself upon me, than it will be returned in kind, and you will regret it.
However, if you treat me fairly, and with respect, I will return such actions in kind. I will be your friend as well as your ruler, if that is your wish, but I will also be willing to be your worst nightmare, as well as your ruler, if that is your wish. The choice is yours. Make it wisely.

I have many plans while upon the throne. Most will require patience from you all as I prepare them. For I have decided to do something about the degeneration of the law of the lands. The Imperial Decreebook is woefully out of date, and violates the charter in several places. The Landsraad's Lawbook is in a similar state. And the Charter is nothing more than ink on a page in these times.
It is my desire, and my will to change this. The laws in both books of law shall be updated and corrected so as to not contradict each other, or violate each others, and neither shall violate the charter. And what of the Charter you ask. We shall soon have a new Charter, one that can be more than ink on a page, one that can stand up for itself and be protected from...violation.

Further, I shall be appointing Fax Celestis as MiniTrade, for he has plans for an economy I hope to see made reality, for any economy made reality at this point would be a worthwhile endevour.

On the international front. I desire us to restore our rightful place among the great nations of the world. Reforge old alliances and contact, and to create new ones. I will be charging the MiniEx with this task, as it has always been the task of that Ministry to do this.

I will need a new Provost soon, as there is currently none. I will be holding court on this issue soon, but not now.

This is all I wish to say now. I have much work to do in private over the next few days and week. As such shortly I will be appointing a Steward to assist me while I am occupied writing and revising a new charter.

That is all, for now.

Let it be known that whatever might be said, my judgement of your reign shall be left open and I shall watch with quiet interest so see what you have in store. I look forward to your plans for clearing up the statutes, and have every confidence in you as an expert in that field.

And of course you have my every last drop of loyalty, being as you are my sovereign and Kaiser of all Shireroth. May your reign be an outstanding and beneficial one.
