Unused Territory
The lands of Lothlaria and Cognito are currently not being used and I don't see us having a strong relation to those territories.
I bring it before the Landsraad to determine the fate of such lands: keep them within our hands or return them to the MCS?

Actually, I had a plan awhile ago to move the lands of Lothloria (teehee, I love the name purely for the Tolkien Lothlorien pun) to cognito to make the land not so blunt. Plus, if we give Cognito away, I'd bet you we'd have a Lac Glacei incident all over again. (since it is owned by Jacobus) So I suggest compressing the Cognito land with Lothloria - it would keep our territorial continuity.
*insert gryphons old sig block about giving away land here*

I don't think you should give away lands. Not that my opinion matters, since I'm not entitled to a vote in the Landsraad. Perhaps you could simply make Lothloria and Cognito territories and put them under the jurisdiction of viscounts or governors or, better yet, maquiseses....es. Of course such positions would have to be created before they could be in charge of anything. Perhaps I'm thinking too big.
Edit: Plus, doing so would help strengthen our relationship with said lands.

Super sorry to appear presumptuous by daring to post a bit of advice in your Lordships' sacred precincts. Allow me to excuse myself with whatever grace a commoner can possess, and sweep up the filth from my unclean shoes on the way out.
[PS: sorry for not sprinkling rose petals upon entrance, but have you priced those lately? A personage of my station could never afford such things.]

Actually, I think you can buy rose petals at a very good price from the gift shop downstairs. We keep them around just for this kind of occasion!
As for the bill... I dunno. I share apprehensions about giving up land, but I think out of all the lands we have currently, Lothlaria is the most disposable... no one's done anything with it in ages, and it's utterly disconnected from any othe territory we've got. It's basically only got the kiwis left, and those can be transplanted elsewhere. So I might be willing to agree to that.
Cognito, on the other hand, ought to remain in our hands. I say that mostly because I don't want to see Jacobus get it, but if (hypothetically) we had to give up one or the other, Cognito would make more sense to keep.
I'd prefer to keep both, but if we did end up giving up one, Bill's idea sounds good... give up LOTH's land and fold it all into Cognito.
