So, here's what's going to happen

Post by Scott of Hyperborea »

First of all, shame on the Kaiseress for her twenty-five recent bills. No WONDER no one is willing to do anything in the Landsraad and the old Praetor lies huddling in a corner afraid to come here anymore. If anyone EVER does that again, I will personally sic all of the fish-beating legions of former Machiavellia on them :fish

The majority of the Kaiseress' Landsraad proposals are really minor technical changes that fix grammatical and legal problems or such while not affecting policy. I'm going to deal with those using an old Babkhan method, the "no objection" vote. Basically, I'm going to give people two or three days to voice objections. If someone does, we'll vote on them normally. If no one does, we'll just consider them passed and be done with it. This isn't real Landsraad procedure, but desperate times call for desperate measures. See the Unanimous Consent Thread.

The Feudalism threads are all just discussions, none of which ever led to an actual bill. I'm going to give people two or three days to read over them and see if they want to propose anything, and then archive the ones that aren't being actively talked about.

That leaves about five or six that actually need to be voted upon. We're going to use the newest voting system that's stickied here. For now, the Baron of Northhold will have six votes.

Also, we're out of IMPOSED LEGISLATIVE MODE. The business of the Landsraad is business.

Also, it's been correctly pointed out by Erik that apparently the Kaiser decreeing me Praetor is semi-illegal. I'm anxious to follow proper procedure, but I'm more anxious to get the Landsraad moving again. If you'll let me serve for about a week, then at the end of that time we can call an election and do things the legal way.

The unanimous consent vote passed with, well, unanimous consent. The necessary changes have been made to the Landsraad procedure.

The controversial bills are now on the floor. I have opened up voting in all five of them under emergency rules (the emergency, as you may have noticed, is that Malarbor has threatened to kill us if we don't pass them quickly enough). That means you have two days. There have already been about three weeks of discussion, so everyone should have an opinion.

The bills involved are:

Landsraad 4: Kaiserial confirmation of votes
Landsraad 5: Modifying bills
Landsraad 6: Rules for passing bills
Landsraad 13: Lawbook contradictions
Praetor powers and impeachment

What is the current vote distribution? I had the votes tallied up until I resigned, but there have been new subdivisions since then, and I don't think it's clear anymore.

Due to quorum problems, NONE of the bills on which you so recently voted technically passed. However, since emergency procedure gives me the power to ignore quorum, I have chosen to do so. The following bills are now law:

Landsraad 4: Kaiserial confirmation of votes
Landsraad 5: Modifying bills
Landsraad 6: Rules for passing bills
Praetor powers and impeachment

The following bill failed:

Landsraad 13: Lawbook contradictions

There are no flowers, no not this time. There will be no angels gracing the lines, just these stark words I find.
