Whereas:1) The glory of the Hegemony must be protected and safeguarded by its military forces and annexation, and wheareas2) This end is best carried out be a vigorous and active Office of the Polemarch,3) And whereas the energies of the Polemarch are best and most efficiently exercised through the use of two properties, namely an efficient strategic force and information, and whereas,4) At the same time, the rights of the citizens of the Hegemon to not participate in foreign conflicts against their will must be preserved,5) As Hegemon, I thereby directly ask that a list of those who are eager and ready to be called upon in times in conflict be created; and this shall be the standing army of the Hegemony. This would make operations in times of conflict much speedier, as those readily available for service might be called on instantly by the Polemarch - should additional reserve forces be required, they can be canvassed while the immediate force can go to war.
