Tax Proposal.
Going with ideas I had and complaints.. I'de like to make the following proposal to the Landsraad.first...reasons and crap.. and some proposal.Firstly: That there should be 2 types of taxes. Imperial and Local. Imperial taxes are taxes levied by the Imperial government upon citizens, bussinesses and Dukes. and shall be under the control of the Kaiser, Landsraad and/or MiniTrade. Local taxes are taxes levied by Dukes and Barons and are controled by the duke or baron levying the tax.secondly: along with this, shall be two forms of tax.. dirrect and indirrect. Dirrect taxes are taxes that are collected dirrectly from a citizen or bussiness or such. An Imperial Tax would be a dirrect tax. a Local tax is a dirrect tax. Indirrect taxes are taxes collected indirrectly.. The Imperial government taxing a dukes tax income is an indirrect tax of the people in the Duchy.Thirdly. Although the MiniTrade can set the rates of Imperial taxes. The Landsraad or Kaiser must first establish the tax. MiniTrade can suggest taxes and put limits on local taxes. but may not establish local taxes. Landsraad could though..maybe.Fouthly: 2 treasuries shall be established. Imperial Treasury and Royal Treasury. The Landsraad is in charge of the Imperial Treasury. And is responsible for distributing it through the ministries ect. The Royal Treasury is the responsibility of the Kaiser who has complete control over it.. Including the power to transfer part or all of it to the Imperial Treasury. Fifthly: All taxes are levied AFTER taking into account the expenses a person or bussiness must spend. Local Taxes are applied first. After being collected. Imperial Taxes are collected. Proposal:Now with the following concepts in place the following taxes should be established.Imperial Taxes:Name: Imperial Nobility Tax. This tax is levied by the Kaiser upon all Duke(only dukes not barons). This tax will tax all Duke's Tax Income. Once collected this tax is placed into the Royal Treasury.Name: Forum Maintainance Tax (credit to Locke!)This tax is levied by the Landsraad upon all NON-Imperial-Governmental forums. (sub-divisions, bussinesses..ect...). Once collected this tax is placed into the Imperial Treasury. The rate will be detirmined by a set fee which is reduced bepending on how active the forum is. The first Month(?) fee is waived. example formula for detirmining the fee for the month:(100/p)/monthp= number of NEW posts in the forum in question for the month period in question.Name: Imperial Income TaxThis tax is Levied by the Landsraad upon all citizens(not bussinesses). The landsraad shall tax a certain % of an individuals income/profit. Once collected this tax would be placed in the Imperial Treasury.Local Taxes (suggestions)Name: Local Nobility TaxThis tax is levied by a Duke upon his/her barons based on their Tax income. Once collected it goes in the Nobles Treasury which would than be subject to Imperial Nobility Tax. Name: Local Income Tax.This tax would be levied by a Duke or Baron upon his/her citizens. If levied by a Duke it would not include citizens inside a barony so as not to double tax. Once collected this tax would go into the Nobles Treasury which would than be subject to Imperial Nobility Tax if a Duke or Local Nobility Tax if a Baron.Name: Local Bussiness TaxThis tax would be levied by a Duke or Baron upon bussinesses in his or her lands. If levied by a Duke it would not include bussiness inside a barony so as not to double tax. Once collected this tax would go into the Nobles Treasury which would than be subject to Imperial Nobility Tax if a Duke or Local Nobility Tax if a Baron.These are basic proposals already in a form that can easily be changed to fit into the law book by a noble. I would hope the Landsraad would give all these proposals and begining concepts a chance to work. I feel they could make for a very equitable tax structure..
