I'd like to revive the core of Shireroth: everything that isn't the government.I'd like to get trade running, though I know that pretty much is an impossibility. Trade has never succeeded, though it's worth as many shots as we can give it.I'd also redefine each of the Ministries...or rather, define them, since they've never really had a clear-cut definition.Shireroth's biggest problem is that it's starting to get old. I don't mean age-wise, I mean that people are getting bored with it. So, we either need to (a) bring in new blood and new ideas; (b) create new plans and new projects; or (c) both.I think SNARL was a step in this direction, though I didn't personally participate in it. The Hunters of the Stag is another step in this direction, as is my desire to turn Shirithian stories into a webcomic. We all need to find ways to keep this place interesting and new and different, and recently we've failed in that.I'd also try to motivate SSHIT and the Boomist Temple (by way of taking all the stories that are in each of the subdivisions and codifying them into SSHIT and TBT) into a decent level of activity. I'd really like to have the Historical and Religious sectors just as active and thriving as the Governmental sector.I think that's just about it, for what I have planned, though there are always things that come up. And who would have thought that my fate, it would conjure this twist in the road on which I have wandered?Each vision and dream now completely dismembered, to give one's whole life and find nothing's remembered...And what good is a life that leaves nothing behind? Future Plans of ShirerothIn the interest of being fair, I want all those who wish to be Kaiser to make a small (or large) post of what they plan to do as Kaiser. Scott may repost what he has allready stated, or he can just link it.This is very serious, and will determine who will be crowned kaiser and given the sword of vengeance. And it will be soon.

1. Eoin as MiniEx.2. Fire Bill and take control of MoMA myself for the moment; mostly devote that to making SNARL a world-class institution. I know the Anticans are itching for another fight, and I'll bet we can get the GC involved this time.3. Two words...Shireroth Wikipedia. I bet Moose can set this up, and David says he'll be able to if Moose can't. We could use it as a legal archive, to keep lists of important stuff like lists of citizens on, and of course as an encyclopedia. I'd like to invite foreigners on there too to make it a replacement for MicroWiki as well. This would replace the moribund Tony Au library, and I might close down MiniResearch in its favor also if we don't get a new Minister.4. Trade. At the very least, make a physical currency design (Nick's or someone else's) a reality. At best, create a real economy based on the proposal I offered back in the spring. I won't do this without broad national support, however. Also some more products for our online store (I'm thinking a WWAD mug)5. Get religion running again. The Wikipedia will help organize mythology, but I want to first see some sort of official hierarchy able to make decisions, to get a declaration saying everything that's not in writing is undecided as of now so that people have an incentive to write stuff without someone else saying "Oh, no, that conflicts with what's in my head", and to set up some system where people actually pray to specific gods for specific things. This would best be done through some sorta religious council...I would have to talk to Greg and Fax about this as they're more involved in religion than I at the moment.6. After most of this is taken care of, I totally agree with Fax that recruitment is most important. Printing out (and enabling others to print) hundreds of Yardistani Annexation stickers with our website on them will help. Brochures, which I would be happy to make, will help also. I will also, though, be happy to leave most of that up to Fax if he does a good job which I am sure he will.7. Foreign Affairs:MASSIVE over hall of the whole isolationist policy. If it ever came to my decision, I will appoint a team of about 5 people who would act on my behalf to nations which I have deemed ok to visit. Any and all visitors would be made to apply for a visa, which would expire within a week or so. Once the visa was out,t heir posting priveleges in ANYWHERE but the Foreign Affairs forum (For the saek of reapplying) and the MiniNat (for the sake of perhaps applying for citizenship) would be revoked,t o enforce we realy don't want guests running around doing jobs citizens should be doing.Interior Affairs:Creation of the DEPARMENT of Trade and the DEPARMENT of Research, WITHIN the ministry of interior affairs. The Mini Int would handle all citizenship cases, including mis-conduct of Shirerithians in foreign nations. Creation of the Department of Duchal Affairs to enforce the laws of the activity in each duchy and barony and to make sure they are abiding by all regualtions regarding activity, citizenship, and the over all laws of th eland. the Dept. of DA would also strongly encourage cultural advancements and interaction beteween the duchies and their baronies, protectorates, etc. MiniInt would also spearhead the advertising efforts of Shireroth.Trade - would become a departtment of the MiniInt; I suggest a simulative economy where each person is paid according to their status in Shireroth, and must pay things such as electric/water/gas and taxes according to their houses. Abolition of the post of Ombudsman, which doesn't seem to be very overutilized, and which will contribute at least a tad to the cause of reducing the number of positions that need to be filled.2. Similarly, a change in the Ministries to reduce the number of ineffective positions... perhaps even a reduction in the overall number of Ministries, depending. I'm not sure on this point, should activity take a swing upward it might be best to have a few spare jobs.3. Working to revitalize SNARL, and in particular to try to market it as a friendly center for intermicronational competition... maybe even incorporate SNARL events into the Intermicronational Olympics, if possible. Gold medalists in Recwar, anyone?4. Development of culture, especially as regards fictional histories. I realize I haven't been very consistent in my own work, which is entirely my fault; I keep getting distracted by certain species of computer games and by a search for a decent job. But I AM trying to get back into things, I swear. 5. I want to revamp Shireroth's international relations, either through the good work of an active MiniEx or personally if need be. Shireroth should be well-respected in the wider community, and that means having a strong presence in foreign affairs, rather than just ignoring everyone else.6. Determining a visa policy for people who wish to reside in Shireroth without being an actual citizen. Allowing people to list Shireroth as their official place of residence, without actually being citizens, may prove an attractive option for some who are new to the hobby and are trying to acclimate. Perhaps visa status could be accompanied by some kind of benefit for the visa holder.7. I am seriously considering being "B'caw I" the next time I'm Kaiser. ...Er, I dunno if that's a good thing.

Soloralism? Well, Bill, you know we had talked about that in private for a time back when.... There is no need to expunge Soloralism from Shireroth; far from it. Cedrism is the central tenet and religion of Shireroth, but thgere are always diversionary groups and other religions. I see no reason for Soloralism to not have a place in Shireroth. My position on Soloralists is that they make excellent fuel if we ever run out of firewood...ahem...I mean that they (I use the plural here for stylistic reasons only) have every right to continue practicing their religion, that I hope to get a thorough collection of their lore in the wiki, and, should someone be interested in both religions, I see no reason why it should be an either/or between them and Cedrism.As for what Oz said - I also have someone who has expressed interest in being Kaiseress when I last saw her, although she won't be back from a trip she's on until around late August/early September. Anyway, scary thought, given that the last time Aure was Kaiser I could so easily manipulate her, and then she went basically crazy and left.Back to the topic at hand, I have a question for the candidates. Luckily for you Kaiseress by marriage is not the same as Kaiseress by Kaiseressness.Ministry reforms: I support the Ministries having pretty complete jurisdiction over the areas that they have jurisdiction over, barring contradicting orders from the Kaiser or Landsraad. On the other hand, I also think that the Landsraad should have the power to direct them. The areas covered by the Ministries are the heart of the nation. If the Landsraad can't control what our foreign policy is, or when and how we use our military forces, or what sort of restrictions we place on immigration, then it really has precious little power beyond setting its own procedures. As far as I know, this is the way it has always been. Obviously at some point the inefficient, time-consuming Landsraad needs to stand off and let the Ministries run their own business, but I absolutely think that the Ministries should require Landsraad approval for more earth-shaking plans (my plan as MiniTrade being a very obvious example) and that if the nobility of Shireroth is not pleased with the direction a certain Ministry is going, they should have the ability to change that direction.Of course, that could be counterproductive at some points, but the Kaiser is a natural check on that. The Kaiser, in general, appoints Ministers, and if a Kaiser really believes in a Minister's vision and the Landsraad is making things too difficult for him, the Kaiser can just tell the Landsraad to mind its own business.As for the military, I really believe that SNARL is just about all it can do these days. We've tried for years to have the military be good for some sort of real defense and we've never really figured out a way to meaningfully do it. There is not much we can do to defend against hacking - especially since an attempt to hack our forum would have to go through EZBoard - and as for forum-busting weapons, the newer ones that can get by spamblock are good enough that there is no defense possible against them except to make it not worth the enemy's while to use them - something which can be done first by avoiding armed conflict and second by being able to hurt an enemy as much as he can hurt us. Neither of these options are anything a Ministry sort of organization can take care of.Even if we did want to get into this field, which I really don't think we do (Hitler's Law: The more fancy weapons you develop, the more you itch for a chance to use them), a Ministry level operation would be absolutely the wrong way to go about it. What we would need would be one or two computer geniuses working in total secrecy and not revealing their existence or any results to anyone except the highest echelons, or a stockpile of programs and a single person who knew how to use them. I am not at liberty to disclose publically whether we actually have something like this, but if we do, it certainly has no relation to the Ministry of Military Affairs. To appoint a well-meaning but not particularly high tech person to a Ministry position and expect them to get anything done in this field is useless.To make the Ministry a pure recwar group is much more elegant than the former awkward nonsolution of trying to have recwar and realwar divisions and ending up having neither. With SNARL we can make a military recwar division active and useful, which is, I think, more than we can say for any other use of the military.

When it comes to Ministries, I have to say that they need some reorganization: hence the reason for my recent bill put before the Landsraad.They are effective as they are, but I think that they should be given a bit more freedom in some cases. Of course, if my bill passes, it'll be a moot point. The military should have two things it does, and I tried to get this to happen when I was MoMA: Scott's induction of SNARL is inherent in my Ministerial Reorg bill, and I think that the military should also have a real life aspect. It's got great potential and beginnings, where we could start by making different kinds of medieval weapons and armor (as best we could) and move upwards from there. Ministry Reforms:I believe they should not be able to rise up against the Dukes and Imperial Government, however I do believe they should have the right to excersise their duties against the general populus, seeing as they work FOR them.Military Reforms:As I out lined, we should have one group protecting the forums and website with every code and script available, whilst developing scripts to use against OTHER people, on a retaliation-only basis; whilst the vast majority of the army focuses on becoming more involved in SNAARL. Soloralism: Although Soloralism has few adherents in Shireroth, its level of detail and its historical presence in micronationalism, in my view, affords it a certain amount of respect. Certainly, I would have no reason to push for the persecution or extinction of Soloralism in Shireroth. And although I would prefer to keep Cedrism in a place of foremost prominence, it would be worthwhile to have a deep account of Soloralist belief and thought on record, and to see what insights they might provide... both on their own merits, and for the new understanding they might bring to aspects of Cedrism.Ministry Reform: The Ministries should, by right, have some measure of power and initiative, otherwise the position of Minister will cease to have meaning except to carry out regulations from higher up. Nonetheless, it will be important to define certain limits on their power.I believe that the Kaiser should play a prominent role in this. My understanding of the Ministries is that they are, in effect, officers of the Throne, carrying out duties that a Kaiser would spend too much time attempting to do by zirself; by this view, it is entirely within the the Kaiser's rights to set whatever guidelines zie sees fit, since ultimately the Ministers are in place as aides. A good Kaiser, I believe, should try to keep a close eye on the actions of the Ministers, and assert from the beginning of zir reign the limits zie will not suffer the Ministers to step beyond.This does not mean that the Landsraad, too, should not have a role, although I would imagine that it should be a lesser role. The Landsraad should probably be given more specific controls over Ministerial activities, such as reversing actions or stated policies.Military Reform: The more I think of this, the more I agree with Scott that the MoMA is relatively meaningless in the event of any real defense. The task of MoMA should be set exclusively to recwarring and SNARL, with actual national defense being given over to those with whatever computer-based expertise would be most useful in that regard.
