Umm.... Why is the Imperial Government paying... YOUR Dukal bard? Shouldn't the Duchy of Goldshire be paying him?And why are nobles being paid by the Imperial Government? don't we, in theory, get our money from taxes? Erik Mortis BrookshirePrætor of ShirerothDuke of Brookshire

Re: So who are the government officials
My questions still stand.. Shouldn't the Imperial Government only be paying the people who hold Offices.. and not the Nobles...? Seeing as Nobles are not government employees.. since.. they can't really be fired.. But a minister can... Nobles have Titles... Ministers..ect have Positions.. Re: So who are the government officials
Did you notice she isnÂ’t paying all the Dukes, only one Duchess and one Duke, and she is paying only one Baron? Ah, the favors passed out by Royalty!I can set it up so that I collect taxes for the Dukes from the Barons. I also would then collect taxes from the Dukes for the Kaiseress. The Bard of Goldshire is getting paid is an issue for the Kaiseress to decide. If she wants the Bard paid he shall get paid. If she wants to make him the Bard of Shireroth and have him paid thatÂ’s fine with the Minister of Trade.

Um..I listed all the baronies and duchies...they are just filled by some of the people that are Ministers...*ponders* I see Erik's point....but are we going to have a tax system for the nobles to get paid??And yes Erik they can be fired ...by the Kaisership....Austi..don't worry about the nobles yet...let me know about the taxing system and how it is going to work out...*sighs*I thought that Poet already was the Shirithian Bard...oh well I will have to remedy that. HE IS NOW THE BARD OF SHIREROTH! There is that good enough? He can stop being bard when he resigns or a Kaiser deems him unworthy of his title. Pay him my good man!! Re: So who are the government officials
Oh Great and Powerful KaiseressI do as you wish – your Bard, the Bard of Shireroth shall have a salary from the Royal Treasury. – He even made up a nice little poem about it, cool!Quote:Um..I listed all the baronies and duchies...they are just filled by some of the people that are Ministers... Please let me say that I am doing my best to understand what the Kaiseress wants here. I saw some Dukes/Duchess and a Baron listed separately from the positions and took that to mean that those were to be paid as Duke/Duchess, and Baron while the others were to be paid as Ministers. In a society such as Shireroth has developed this is how I would set up the aspect of the economic structure and also how I would set up taxes. All who want to be in the economy will have an income, even if they aren’t a Noble, even if they aren’t a Minister or a Bard or Steward or the Praetor. They can run a business or not run a business, they can work for just themselves in that business (if they run one) or they can hire people, or if they don’t run a business they can work for others or not work at all. This is operated from the outline I gave earlier. The various combinations of possible choices will be a determining factor in their amount of earnings. Everyone does not earn the same amount. All this is the process of sorting out who is doing what in the economy. These are questions that I intend to ask of individuals when and if they sign up for a bank account:Are you a Noble: (What and where)(Barons please state who is your Duke, Counts who is your Baron)Are you in service to the Kaiseress: (Minister, Bard, Steward, Praetor, etc Do you own a business:Do you employ anyone else in your business: (who)Do you work for a business: (You can work for up to two different business’es. Your own plus one or two owned by others.) (This is in addition to any government service.)If they are a Minister, the Bard, the Steward, the Praetor or any other position the Kaiseress wishes to have paid for government service they will receive an extra pay from the Royal Treasury for that service. Taxes would be collected from everyone except the Kaiser/Kaiseress. Taxes go into the Royal Treasury. Some of the taxes are to pay positions and some are to pay Nobles and some are for use at the wishes of the Kaiseress. The portion of taxes collected to pay the positions listed by the Kaiseress is first, as they are in the direct service of the Kaiseress – in this case the Ministers, the Bard, the Steward, and the Praetor. The Kaiseress could add any position to the list of those paid or take any position off the list any time she so desires. She could also direct that any person not get paid at any given time – as many times as she wants – or she could direct they get a bonus, and not even have to give the reason. The Kaiseress is very powerful! The portion of taxes collected for Nobles is next – if there are Counts they will be taxed to pay their Baron, the Barons would be taxed to pay their Duke. Thus a Duke wouldn’t get paid from taxes for being a Duke if they have no Barons, and Barons wouldn’t be paid as a Baron unless they have Counts. The Dukes would be taxed to put money into the Royal Treasury for use of the Kaiseress along with everyone else. This would be taxed from their economic activity, even if they don’t run a business or work in someone else’s business. Dukes could be bums and just collect money from the taxes paid by their Barons or they could earn more by being active in the economy. Even if they don’t run a business, don’t work, aren’t in government service and don’t have any Barons they will get some money – just not as much. Now all the Nobles – Counts, Barons, and Dukes – all pay taxes into the Royal Treasury, it’s just that the treasury collects from the Barons for the Dukes and gives the money to the Dukes (at the discretion of the Kaiseress of course). The same is done for the Barons by collecting taxes from the Counts (if we had any Counts). There is a portion of the taxes that are not used to pay positions or to give back to Nobles because of having been collected from their Barons and Counts. This is money used the Kaiseress as she wishes. The Kaiseress doesn’t have to work, or own a business – or anything other than be Kaiseress. So Might Kaiseress Jadie,I am willing to make adjustments and believe we have to do so as we develop this economy for Shireroth. I am attempting to put into place a taxing system as part of the economic system, a taxing system that will support the Noble system and give incentives for being a Noble, and the higher Noble you are the more you would be able to have. More riches would be had by bringing in people to be Barons and Counts or by moving up to a higher position. A person doesn’t have to be a Noble in order to be part of the economic system. The economic system also would provide for government services by collecting taxes to pay for those services. A person doesn’t have to be in government service in order to be part of the economic system.A person could be in a situation where they are not a noble, not in government service, doesn’t own a business, and doesn’t work for anyone – they would still have an income albeit small, basically welfare.I hope this helps everyone. The next step is to have those who want to be in the economy to let me know they want a bank account and if they will open a business. I will talk with each of them about what I need to know to get them set up.Austi ScotMinister of Trade

Re: So who are the government officials
So let me get this straight...The Imperial/National Taxes will pay all the positions..it will just pay the Minsters, Praetor, Bard..etc...first...and then pay the nobles??What you laid out sounds good Mr. Scot...If you wish to have further input you might want to propose your plan to the Landsraad and get their feedback. Re: So who are the government officials
Yup – and the Kaiser/Kaiseress can add positions that get a salary or can delete positions that get paid. The Kaiser/Kaiseress can say don’t pay this person their salary this time, next time – for the next how ever many times or pay this person a bonus out of the Royal Treasury. The Kaiseress can say withhold the taxes you collected for this Duke or that Baron, or even for a Count. A Duke can say withhold the taxes for a Baron under them or for a Count and a Baron can say withhold the taxes collected for that Count – if they have a Count under them. The Kaiseress will have the power to spend the money in the Royal Treasury and not leave enough to make the payroll if you want – and there will be extra money for the Kaiseress to use at her discretion. How you use the money could win you allies or make you enemies. The Kaiseress is very powerful – but then spending the money and not paying people could cause rebellions too. Also people might want to overthrow the throne because it is so powerful and it has riches at its command. But not all the money in the economy comes into the Royal Treasury – just the taxes.Austi ScotMinister of Trade

Re: So who are the government officials
We’re going to get what is called a mixed economy. Meaning it isn’t going to be purely one form. It is going to have a Feudalistic aspect to it in that taxes will be collected to give to the Nobility and in that the Kaiser/Kaiseress will be supported entirely from taxes but can work if he/she wants. It will also have a Feudalistic aspect in that the Kaiseress will have the right to both spend from the Royal Treasury and to say to withhold paying any given Noble the taxes collected for them. Dukes will have the right to say don’t pay their Baron the taxes collected for them – if any are collected for that particular Baron. It will have a Capitalist aspect to it in that people will be able to run a business and will come across items about which they have to make business decisions. Things such as who to hire, how much to pay them out of the business income, how much to pay stockholders, these and other possible item are things business owners will find they will have decide – I will make this as easy as possible. It will have a Capitalist aspect in that people will decide where they want to work, own a business, or not work at all. They will decide what business to apply to for a job and if the business owner wants to hire them it will be a mutual work agreement. People will find they have to make spending decisions and plan their budget to a degree. It will have a Socialist aspect in that people will have mandatory taxes to support the state. If a business owner or individual doesn’t want to or fails to make their decisions the government will make those decisions for them. The government will tell people how much of their income has to be spent in order to support them and if they don’t do it the government will take the money from them – in order to support them.It won’t really be Communist in that there will not be an equal sharing of the cost and production nor in the resources or the benefits.Austi ScotMinister of Trade

Tourist can spend money if they have money to spend. There will be restrictions and requirements. The first way for a tourist to get money to spend is if someone who has a bank account gives them money. The second way is for that tourist to get a job from a business within Shireroth. The third way if for that tourist to have money from another nation that is accepted in Shireroth. The third way is not yet possible because we have no economic ties with other nations right now. There may be other ways for a tourist to spend money and IÂ’m just not seeing them right now.AustiMinister of Trade
