Imperial decree #61: The Kantzler of Shireroth

A new position, that of the Kantzler (Prime Minister) of Shireroth, shall be created. The duties of the Kantzel will be to monitor the functionality of the ministries and preside over the Landsraad. The Kantzler of Shireroth shall monitor the functionality of the ministries. He/She should be up to date with everything that is going on in each ministry. Should any minister resign or stay away for unexplained reasons, the Kantzler of Shireroth shall take up the role of said minister until the Kaiser or the Landsraad appoint a new one.The Kantzler of Shireroth shall preside over the Landsraad as chairman. His/Her purpose shall be to call a meeting of the Landsraad to order, tally votes, close vote, and generally manage and keep order within the Landsraad as well as keep records of all bills and resolutions passed during his/her tenure. In times when the KaiserÂ’s successor is below twelve years of age or the Kaiser has passed away without naming a heir, the Kantzler shall fulfill the duties of Kaiser until a suitable heir is found, or the existent one reaches the suitable age. Should the current Kaiser of Shireroth take a temporary leave, the Kantzler shall fulfill the KaiserÂ’s duty until the Kaiser marks his return.Only the Kaiser of Shireroth may appoint and/or dismiss a Kantzler.This position makes the positions of Paetor and Steward null/void.I hereby name Ari Rahikkala the new Kantzler of Shireroth.This is my will,And my will is Law. But we do have the position.The Kantzler seems like a combination of Praetor and Chief of Staff positions. We already have a Preator, and in my experience the Chief of Staff that is supposed to watch ministries has very little to do. Thus the suspension of this decree.

If the Chief of Staff has so little to do, it would make sense to merge it with another position, no? And I like the new name...the German/Roman clash always bugged me. I had already written up my suggestion in decree #62 when I read this... but as this is suspended, I guess my Idea is still valid... Raised by a family of Griffins in the forests of Llanowar, this young mage is rumored to be the sole male born of the Serra tribe.

This decree displeased me.. because it also destroyed the position of Steward.. and fucked up the system...Prætor and Steward .. MUST remain seperate.. else the system would collapse when the situation the Stewardship was created for arose....The Stewardship a Non-noble version of the Kaiser. It's en emergancy Kaiser so to speak... It can be appointed by the Kaiser.. or voted in by the Landsraad if there is no Kaiser. As you see.. it allows for there to be a single leader of the Nation at all times. The Steward had/has the powers of the Kaiser, but is just under that power level, but IS ablove the Landsraad. The Prætor, was created as a sort of Speaker of the House for the Landsraad, with the job of making sure things ran along smoothly in the Landsraad, aswell as being, as JD put it... "A Glorified Janitor."So to combine the positions.. would cause.. some problems. It would be like making the VP(or Pres) of the US.. the Speaker of the House. (though he(VP) is the pres pro-temperoum(sp) of the Senate.. which kinda bugs me..)so the two jobs are VERY distinctly different. With different roles and such. The ONLY thing they have in common is the whole election thing... though the Stuward can be appointed and/or elected, While the Prætor is only elected by the Landsraad, and can not (or at least by tradition cannot) be appointed...As for this.. Chief of staff thing... that's basicly what you could tell the Steward to do.. E.
