Perhaps you could change the background color (black) to something else for the ministries, and a third color for the Judex? And perhaps a fourth one for the Landsraad and Praetor?

I would like two with blue backgrounds, reading "IMPERIAL JUDEX" on top and "IMPERIAL REPUBLIC OF SHIREROTH" at the bottom, and "IMPERIAL ARBITER" at the top and "IMPERIAL REPUBLIC OF SHIREROTH" at the bottom. Blue background plz.

Yay for the Kaiseress seal.

They look great, but I think they are a bit too similar to the Kaiser seal. Changing the background would make it more intuitive imho.
