For the future, we should get an actual procedure in stone for electing the Praetor.
Right now it's completely up to the kaiser, and thus confusing.
I suggest letting all nobles vote in the election, even if they can't normally vote. That each nobles get one vote. If we have one candidate then it's a simple Aye or Nay. When we have more, I suggest a point system. First choice gets 3 points, Second get 2, and Third gets 3.
I've used this model in the past as Kaiser, and it worked well for me. And since the Praetor is in theory a rep for all the nobles, why not let them all get a say.
The Kaiser is a Noble as defined by the Charter, Dukes by the Lawbook. Barons/Lesser-Nobles are undefined I believe at this time. I would suggest we define Lesser-Nobles as nobles clearly. Counts are not Nobles. Never have been. Count is a status/position, not a title.

Actually, this only effects the Landsraad and its nobles. Not the general populace.
