Protest of Imperial Decree #425.
This resolution is to state the Landsraad's outrage over the Kaiser's blatant disregard for Shireroth tradition and history in his attempt to replace the Shirerothian flag.

Dolor, Aye (2).
This shall be the last vote cast by Dolor within the Landsraad until such time as Imperial Decree #425 is repeal/amended and Kaiser Leto III no longer sits upon the throne. From this point on Dolor is in true rebellion and boycott of the government of Leto III.

Straylight likes the new flag, but disagrees (respectfully) with the Kaiser's decision to decree it unilaterally. Since the resolution was framed as joint outrage at both, Straylight courteously abstains (10)

Can the Landsraad vote about an Imperial decree? This smells like... democracy!

Now that the decree is repealed, the Landsraad could pass an act with the same content. However, the Landsraad cannot hold a binding vote concerning an imperial decree. The Kaiser is supreme.

Technically it's not. This was a resolution to issue a protest, nothing more. If you do not feel the protest is needed, you can vote NAY.

It is moot, since the decree was repealed. What is the point of protesting against something that is not in effect anymore?
