[Proposal] Landsraad Voting Policy
I propose to His Grace the Duke that in light of recent events, Elwynn adopt a Use It or Lose It policy when in comes to Landsraad votes. As to whether or not specific legislation is required for this, or whether perhaps His Grace can simply monitor the Lesser Nobles to ensure that Elwynn is using her full voting power, is a matter for deliberation.

As of now, I have 5, Allot has 2, The khan has 2, and Eoin has 1.
As for the proposal, I agree, but I would like to see a formally written document specifically outlining the policy.

Official Policy Regarding Voting for Elwynnese Nobles
1. All nobles (including his Grace the Duke) are expected to exercise their full voting power in the Landsraad, on every bill.
2. Should a noble choose not to vote aye or nay, he or she is expected vote "Abstain".
3. Should a noble from Elwynn fail to vote on any Landsraad bill twice in a row, he or she may be disciplined by His Grace or the Council of Eliria except under the following conditions:
a) a previously stated LOA
b) special dispensation from his Grace
c) a satisfactory explanation of why he/she failed to vote to the council
4. Such disciplinary action may take the form of revocation of voting privileges by his Grace, or another method of discipline as determined by His Grace or his Council.

I would prefer if we pooled our votes and permitted the Duke to dispose of them in the Landsraad in accordance with the advice of the Council of Eliria.

I'm not actually opposed to that idea...although you'd have final say of course, your Grace.
