I understand your position. But would it not be safer to simply change both and avoid the case that someone calls on LB.V.E.c as a reason why thier citizenship cannot be removed? A simple statement of intention saying that despite the fact they are in violation of the Tri-Cit law they still wish to remain a citizen of Shireroth, would render your argument that they have chosen to no longer be a citizen of Shireroth invalid.
Erik, your amendment is dangerous. Claiming people did things they say they did not do is a poor way of handing a legal system. Additionally, your handling of the current case has raised serious alarm bells at a lack of investigating the truth before handing out judgment. If I were to claim I have four citizenships right now, would I be given the unceremonious boot, or would anyone bother to check into that statement as truth? Even though an individual would be testifying against themselves by saying something like that, in the interest of fairness we should find out of it is true.
I agree with Leo's amendment. Voluntary emigration is another embarrassing omission.

I personally believe the "how" is finding out what citizenships a person claims to have and going to those countries to confirm citizenship status. Since this never happened, I'm not sure it's all that obvious. But this is a matter for court procedures, not for law.
