Lawbook Cleanup

1. Duchy Creation:

Chapter II of the Lawbook, sections C and D are amended from:

C. Creation
1. Duchies
a. Duchies may by created from Shirithian land by full consensus of the Landsraad.
2. Fiefs
a. Fiefs may be created from Shirithian land by a simple majority of the Landsraad. They may be placed under any Duchy with the agreement of its Duke.
b. Fiefs may be created from Shirithian land within any Duchy by the Duke of that same Duchy at will.
3. Promotion
a. The procedure for the promotion of a Fief to a Duchy shall follow procedures for the creation of a new Duchy.
D. Destruction
1. Duchies
a. A Duchy may be dissolved by full consensus of the Landsraad.
2. Fiefs
a. A Fief may be dissolved by a simple majority of the Landsraad.
b. A Fief may be dissolved by the Duke of the Duchy in which it exists at will.

Chapter IV, section B:2, which reads

2. Mandatory Recess
a. On December 25th until January 2nd and July 1st until the July 8th, the Landsraad will be in Recess.
b. All bills on the floor shall be frozen until the Landsraad comes back into session.

is repealed and removed from the Lawbook.

3. Residency repeals

Chapter IX, section D is amended from

D: Residency
1. Each Shirithian citizen may choose a specific place of residence for zirself. Zie may specify down to any level so far as city, but if the specification of city is not made, then zie shall officially reside in the capital city of the lowest subdivision specified.
2. No Shirithian shall reside in more than one city at a time, and in order to change residences, a one day travel time from the time of relocation announced shall be observed. In accordance with this, no Shirithian may reside in more than one residence in a day.

As regards to Duchy creation:

Well you see, if we needed a full consensus from the Landsraad to create a new duchy, that'll never happen. The same with destroying them. Thus I proposed that the Landsraad may initiate this through a 4/5 majority vote or by consensus of all dukes.

Also, we're removing mandatory recess provisions. No one ever follows that anyway.

And we need to do something with the residency bit.

So debate away.

It's either 4/5ths or unanimous, not both. Doesn't make any sense. I like it as it is.

I agree with the recess thing.

We have like 15 people in the Landsraad, we're never getting them to agree on anything. It's enough with one Khan saying no with his one Elirian vote

Apparently there is, because is the law that governs us, so I thought we'd strike it and let those who wish to have multiple residencies have them.

I think the Landsraas is working well. We don't need any more duchies, but perhaps it should be amended to read "full consensus of the Dukes", thus barring the lesser nobles from the decision.

Considering Ari just handed Straylight over to Yardistan - which effectively dissolves its ducal status - I'd say that's a pretty good way to circumvent this whole process!

Personally I like Ric's re-wording of things so that decisions are made via 4/5ths or ducal consensus.

As for residencies: What's the point? That's such a small matter I think we'd be best just leaving that to the census people.

As for recess: Many people will not be here for New Year's. Why not make calling recess a duty of the Speaker? e.g. Speaker may call and dismiss recess of the Landsraad as the situation dictates. Meaning if there's a valid reason to call a recess - like no-one being around, or some sort of incident - then the Speaker can call it.

That's my two cents, even tho I'm just a pithy count (for now ).

1: Leave the wording in as is, just change the voting part to 3/4ths of votes or full consensus of dukes. I see no need to remove the part on promotion and creation of Fiefs. It's nice to have specifics.

I support 2. I was the one who put that in there, I thought I had removed it too. Guess it got back in there somehow.

3. Keep this as is. I like this law being there. I see no need to remove or shorten it as you want to.

I *facepalm* agree with Erik. Although I have no objection to adding something that lets the Praetor call recesses whenever he likes (Screw you Stephen Harper and your prorogue...).

3) NO! We should all live in one spot and develop that place. I fail to see the use of having multiple counties under several Lords, other than for title hoarding.
