Leasing sovereign territory to a non-state body is a matter of state, an act tantamount to a sub-division having a foreign policy, which is to say tantamount to a criminal act.
Permitting the Small Commonwealth to have its headquarters in Tymaria City is another matter, but ceding control in any form, is a matter for the Imperial Authorities and I will only allow it if approved by a specific act of the Landsraad, to which stringent safeguards have been attached.

I know, Your Niftiness. But I find it a matter of gentility when I first ask my lower nobles about this matter, before presenting it to You, the Kaiser.

I would have been under the impression that if the SC voted for their headquarters to be moved, then the Landsraad would have no say in the matter...

Nooooooooooooooo, that would be the SC overstepping their bounds. The SC would vote to move their headquarters, then whoever owned the land the capital is on would allow it to be used as such.
