Besides, a Kaiser doesn't actually run Shireroth. Administer, maybe, guide and inspire, some of the better ones have. Run, I doubt. I think a Kaiser that actually tried that would go down in history as Omigod the Brief, or Goodgraciuosme the Troubled.

anarchistic fascism. There are no elections until everyone agrees to vote and there are no laws, but if you do something the emperor sees as bad, you get punished.

it is the most lazy form of government ever and hence highlights my laziness very well

I don't run anything. The Ministers do. I just step in if one of them goes completely out of bounds, which hasn't happened yet. So, I reign and rule, but I do not run.
