Foundation of the City of Frieden

By ducal decreethe county of Smjorkyr establishes a city named Frieden on our western border:

I know it doesn't quite accord with the law that I was so eager to see written myself, but... I'd rather like to package this up along with the rest of the stuff in the pipeline and take it through the Landsraad. As a matter of fact, I think it's been long enough since the last mod, so I'll just work on that now.
