Dear Nobles,
Let us thoroughly review the feudal divisions of this barony. I believe that various proposals have been put forward to a lesser or greater degree in recent months, so I'd like a volunteer to gather all that information and guide this convention towards an equitable and practical arrangement of baronies and counties that reflects the varied heritage of Elwynn, while keeping everyone happy.

It is my opinion that Elwynn should dissolve the baronies and instead have a first-layered system of subdivided government. The counties of Elwynn, as depicted on the Megamod map, should form the basis of this devolved government.

I disagree with the honorable delegate from Cape Farewell. I think that the counties in the megamod should be used in combination with the current baronies. I see Baronies as giving us the following advantages:
1. Ability to reward leading members of the community by making them Barons.
2. Standardization with the traditions of the rest of Shireroth.
2.5. Ability to easily compare rank of Elwynnese/non-Elwynnese Shirerithians.
3. Ease of forum arrangement.
4. Ability for greater cultural development.
5. Allowing all lands to be spoken for, rather than having vast swathes of unused territory.
6. Greater incentive for non-Ducal citizens of Elwynn to convince new citizens to join the Duchy.
7. More elegant cartography and administration.
8. Possibility of more interesting political dynamics if Elwynn ever gets more citizens.
8.5. Ability to more easily integrate new citizens into existing political structures.
I found ex-Duke Ardashir's policy of dissolving the Baronies most unsatisfactory, and I look forward to Baronys' continued existence. If the Council finds itself utterly against Baronies, then I suggest it redefine the Counties to offer more land to each, rather than holding out against the unlikely case of us having the ten active citizens we would need to occupy all counties.

First- That Ducal Decree XVIII is hereby repealed, and the Baronies of Elwynn are re-established as they were before ASC 3264.

That is indeed correct. I'm, however, of the opinion that the current Baronies and Counties are obsolete and that the Counties in the megamod should be used in combination with the Baronies that were proposed by the honorable delegate from Hyperborea.
