First, though, the definition of the Ministry of the Interior from the LawBook:
Good thing nobody reads that, because a lot of it would be outdated even for 20051. The Minister of the Interior shall be given admin over the Shireroth board, and shall use such power for the purposes of maintenance and security.
a. It is the duty of the Minister of the Interior to allow public access to the information in public fora.
b. It is the duty of the Minister of the Interior, and any person with access to classified fora, to keep secret any information held therein.
c. It is the duty of the Minister of the Interior to take on any emergency administrative duties for security.
2. The Ministry of the Interior shall maintain any archives on the Shireroth board. They may be hidden or obscured, provided that their access complies with regulations.
a. It is the duty of the Minister of the Interior to archive an additional past month of the General Discussion forum each month.
3. The Ministry of the Interior shall handle administrative requests of the Kaiser and other Ministers, provided that they comply with law and regulations.
a. It is the duty of the Minister of the Interior to carry out court orders which require administrative action.
b. It is the duty of the Minister of the Interior to assign title blocks to citizens upon request, provided that they comply with regulations.
c. The Ministry of the Interior shall not be expected to carry out any administrative orders unless they are issued in the Ministry of the Interior, or the Kaisers Court, or sent to him directly.
4. The Ministry of the Interior shall maintain weekly forum database backups.
a. Backups older than a month may be removed, except for the last backup of that month. Backups older than a year, even the last backup of a month, may be removed, except for the last backup of that year.
b. Backup duty may be delegated to a trusted Shirithian citizen.
So, now, the list:
The basic idea would be that people would come in and ask for stuff just as before, but a couple of specific things that they've had the good sense not to ask for so far will now be available at a price, usually paid to the crown account except for things where I'll actually have to do some work. And some annoying things (well, one for now) will also be billed for my benefitSTATE-SUPPORTED SERVICES
The work done by the MiniInt for these services is compensated for by bounties from the MiniTrade, and is free for the client.
- work defined in the LawBook as the ministry's duty: Administrative requests from the Kaiser or ministers, forum backups, monthly ignoring of the unnecessary archiving of general discussion
- creating and destroying forums
- setting forum permissions and moderatorships
- creating usergroups
- minor management of usergroups (for instance, initialising a group to contain the citizens of one duchy)
- converting, uploading, and configuring for display forum images
- changing forum settings (for instance, making a forum visible or not visible from the board front page)
- changing the names of forums and people
- banning spammers and troublemakers, removing spam
- board software updates
- setting permissions in the wiki, wiki software updates
- other minor administrative stuff, by the minister's discretion
PAY SERVICES
These services may have two costs. Ministerial pay means a tariff directly to the minister to compensate for his work. State pay means a tariff to the crown account, to compensate for effects caused by these services and to discourage their overuse.
- emoticons: The client submits an emoticon to add to the list of smilies. It will be added if the minister finds it appropriate (the content is OK, it's not too big or too small, it doesn't cause seizures, the file is small, etc.) it will be added. 60 erb state pay, no ministerial pay.
- links in the Malarbar: The client submits a link to add to the menu in the Malarbar (the one saying "Calendar - ShireWiki - MicroWiki" etc.). The linked word must be reasonably short. If the minister finds it appropriate (content OK, word not too long, etc.) it will be added. Space in the Malarbar is limited, of course, so the amount of ads permitted will also be... two, maybe? 20 erb state pay per week that the ad is up, no ministerial pay.
- sticky threads: Another place for ads. The client submits a thread to be stickied in general discussion or somewhere else where it's appropriate for ads to be stickied. Again, content, non-annoyance, etc. rules apply, as do the rules on ad-non-overproliferation. 15erb state pay per week, no ministerial pay.
- board styles: Negotiated. Has both a state pay and ministerial pay: State pay is 10 erb. Ministerial pay begins at 20 erb for minor changes (e.x. changing the background and maybe a couple of icons), but above that, is negotiated with the client.
- board code modifications: Negotiated. Has both a state pay and a ministerial pay: State pay is 100 erb. Ministerial pay begins at 100 erb for minor changes, but above that, is negotiated with the client. And even then it'll have to be a really good mod with an excellent reason to be in.
- finding usernames: Included for every username that's not provided in its exact form, for requests referring to at least than five usernames. 1 erb ministerial pay per name not given in its correct form, no state pay. Only billed if the ministerial tariff for a request would equal or exceed 5 erb including the bill for finding usernames, otherwise free. Example: Requesting a usergroup that should have the user b3n|<3r|\| as a member, and referring to him as benkern. Another example: Requesting a usergroup of all of the citizens in a duchy with at least ten citizens, without providing a list of citizens.
The minister may refuse to provide any service for lack of time and, well, any other reason, too. The minister may waive or lower the tariffs for any service at his discretion, and negotiate them with the client if the job happens to be big.
If it seems people might like having these services, and the Powers that Be (Ric, Andreas?) approve, I'll document these services in a more structured and understandable way. They'll start getting provided once that's done and once Erik has transaction logging in the bank down properly, so I'll know people are actually paying...
