Decree on Withholding the Erb

I, Duke Benkern of Yardistan and Anarch of Yardistan, do declare the following:

That any Baron or other noble within the Duchy of Yardistan who withholds his Erbs by moving them to a non-Yardistani account in order to weaken my vote shall be considered in revolt against the Ducal throne.
