Commending Kildare

I'm feeling very happy with the cultural progress Kildare is making, so I'm going to be very nice for once and give Kildare 100 erbs from the government account for cultural works.

I am not awarding the Duke, nor a single individual, but the erbs awarded to Kildare is to be placed in the hands of the Seanad.

BTW, I'm feeeeling reeeeeally light-headed now, so there's a chance I've forgotten about all this tomorrow
