I disagree with you for the following reasons:Foreigners should refer their concerns about legislation to their official representatives to present to the Ministry of Foreign Affairs in an appropriate fashion. In my opinion the implied benefits of benevolent absolutism should only be made available to those who embrace the virtue of Empire by adopting citizenship - for the rest there really is no reason to heed their voices at all.
1. Foreigners may be right about certain things. In this case, putting hurdles on their ability to speak up prevents the right opinion from being heard.
2. Needless bureaucracy is generally bad. Making people report stuff to an official who will then place it in a special forum far away from where the rest of the discussion is going on is needless bureaucracy.
3. The more people we have discussing things, the more activity we get, and the stronger Shireroth becomes to those who measure strength by activity, which is quite a lot of people.
4. Allowing foreigners to closely participate in Shireroth forges connections between them and us which help relations between our countries. We have officially friendly relationships with both Gralus and Alexandria, but our relation with Gralus is stronger and more fruitful because many Gralans consistently post on our forums, whereas Alexandrians generally don't.
5. Banning foreigners from meaningfully participating in Shirerithian life needlessly extends the amount of time before they become Shirerithian citizens. Anyone who's reached the point where they're posting on our forums a lot is going to become assimilated here eventually, and better sooner than later; Babs is probably a few months and few downturns in Beaugian activity away from becoming at least a Baron here. And before you say that his obvious hatred of Shireroth makes him an exception to the pattern, I remind you that four years ago you were instigating anti-Shireroth riots in Babkha by calling us (and forgive me if I mangle the quote) "a horde of immature, idiotic, fantasy-obsessed Californian mango lovers, and if their thinking is as confused as their spelling then God help us all", and now you're the Minister of Military Affairs.
