As Imperial Proconsul of Gascony, appointed under the terms of the capitulatory peace, and having made a broad assessment of the state of governance of that Duchy I humbly submit this petition to the throne that the Duchy of Gascony, alienated by the misgovernance of the King of Bosworth as was, and lately occupied by Imperial Forces, be designated as a protectorate of the Imperial Republic of Shireroth. Since your Imperial Majesty has also been acclaimed as "King of Bosworth Pro-Iterim" and since the Kingdom of Bosworth has thus far failed to adhere fully to the terms of the capitulatory armistice, I believe that the Imperial Republic is in a singularly unique position to press this claim.
I propose also the following decree:
1. That the Duchy of Gascony shall be administered as a protectorate of the Imperial Republic of Shireroth until such time as it is in a position to attain full independence..
2. That the Duchy shall be ruled by an Executive Council consisting of the Duke of Gascony, Warden of the Gascon Marches and the Imperial Proconsul.
3. The Executive Council shall govern by majority consensus and shall be answerable to the Kaiser in all matters.
4. The Kaiser of Shireroth and the King of Bosworth may enact further measures regarding the nature and duration of the protectorate as may be deemed necessary.
