As is well known, there has been a controversy regarding the realtionship between His Niftyness and the kingdom of Babkha.
Rather than belabor the positions and the chaos engendered by this, I come to you with (hopefully) a solution that will more than satisfy the legal requirements of his Nityness' desire, the desires of the majority of Babkhans, and the concerns of many of us in Shireroth.
Section C of Chapter VII of the Imperial Lawbook shall be amended to read:
and, in addition, that chapterC: Multiple citizenship
1. All Commoners and Nobles of baronial rank are allowed three nationalities including their Shirerithian nationality.
2. Ruling Nobles of ducal rank, the Prætor and Steward are allowed two nationalities including their Shirerithian nationality provided that any person having three nationalities immediatly before the coming into force of the aforegoing provision and who is Ruling Noble of ducal rank or holds the office of Prætor of or of Steward shall not be affected by the said provision.
3. Participation at any level in the Kingdom of Babkha shall not count against the restrictions noted above.
5 of the Decreebook be altered as follows:
This grants all Shirirthians the same rights insofar as participation in Babkha is concerned as is sought by His Niftyness. It should also help "jump-start" a brother and an ally, and permit Hasan/Hesam the opportunity to do for Babkha what our beloved Mors V did for Shireroth.Chapter V: The Kaiser
A: Requirements for the Kaisership
1: Dual Citizenship
a. The Kaiser of Shireroth may not hold citizenship or allegiance to any nation other than the Imperial Republic of Shireroth.
b. 3. Participation at any level in the Kingdom of Babkha shall not count against the restrictions noted above.
This also makes things simple. If circumstances change greatly in the future, the Kaiser and/or the Landsraad of that time have only to repeal this act to restore the "status quo ante".
Those who want the citizenship laws liberalized have the opportunity to experiment, without opening the floodgates.
What say you, milords?
